中国の程永華駐日大使は、2013年を迎えるにあたり、日本の国際貿易促進協会の会報上に日中関係改善を呼びかける文書を寄稿した。中国新聞社が31日伝えた。
程大使はまず、1972年の国交正常化から40年間で発展した日中関係について、両国の往来者数や貿易額、友好都市関係などのデータを挙げて紹介。日中関係の発展は「各界有識者の貴重な心血の結晶である」とした。
その一方で、日本政府による尖閣諸島国有化で日中間の交流が全面的に停滞したことを「周知のとおり」と指摘。今後の関係回復、安定的発展に向けて、話し合いを通じた「尖閣国有化」問題の処理、平和発展の維持、日中関係の正しい発展方向の把握、民間交流の強化についての期待を提起した。

中国を擁護！ジャッキー・チェンが“酩酊”発言、香港で大バッシングの背景
「ドランクモンキー 酔拳」（１９７８年）や「プロジェクトＡ」（８３年）といった作品で日本でも８０年代から９０年代、絶大な人気を誇った香港出身の国際的なアクションスター、ジャッキー・チェンさん（５８）が最近、母国である香港で大変なバッシングを浴びています。
きっかけは中国の週刊誌「南方人物週刊」とのインタビューです。まずは１２月１２日。英紙ガーディアン（電子版）やＡＰ通信、米紙ウォールストリート・ジャーナル（ＷＳＪ）の電子版など欧米メディアが一斉に報じていますが、ジャッキーさんは、香港返還１５周年を迎えた２０１２年の７月１日、約４０万人が中国の民主化を求め、香港で抗議デモを展開したことについて「こうしたデモは規制すべきだ」と中国政府の肩を持つような発言をしたのです。
ご存じのように、香港は１９９７年に中国に返還されるまでは英国の植民地でした。そのため、一定の自治権や独自の法体系を有しており、抗議活動や言論の自由といった中国本土とは異なる西洋スタイルの市民的自由が確立されており、香港市民はその自由を享受し、そのことにとても高いプライドを持っているといいます。
そうした経緯もあって、香港では毎年７月１日の返還記念日に中国の民主化を求めるデモが起きていますが、今年は返還１５周年の節目とあって、当然ながら空前の規模となりました。しかし前述したような香港の特殊事情や歴史的背景を知っている人なら、そうした市民活動を非難するジャッキーさんの発言が非常識なのは明白です。香港の人たちが怒るのも当然でしょう。
ちなみにジャッキーさんの発言はこんな感じでした。
「われわれは抑圧されることを嫌い、自由を好むが、やりたいことを好きなようにはできない」
「香港は抗議の街となった。かつてそれは韓国だったのに…。みんな中国の指導者たちに怒り、何にでも抗議するが、当局は人々が抗議できる問題と、抗議が許されない問題を定めるべきだ…」
さらに英国統治下の香港についてもこう発言しました。
「自由ではなかったね。多くの（芸能人などの）ゴシップニュースが耳に入ってきたかい？。通りで多くの人がおしゃべりしていたかい？。答えはノーだ。市民は行儀良く振る舞い、英国は（市民を）ひどく抑圧していたよ」
こうした発言に対し、香港の政治家や学者たちは、香港市民７００万人が尊重する自由の価値を全く理解していないと非難の声を上げました。
民主化推進派の何秀蘭（シド・ホー）立法会議員（５８）はフランス通信（ＡＦＰ）に対し「（発言は）受け入れられない」と怒り「チェン氏こそ、言論の自由が最も重要な映画産業で成功した人物だ。彼が富と名声を得ることができたのは、香港が自由な街で、彼が出世の階段を上る機会を手にすることができたからだ」と強く批判しました。
ジャッキーさんは０９年、中国の政財界人の会合「ボアオ・アジア・フォーラム」で、中国政府による映画の検閲問題について問われ「中国国民は誰かに管理される必要があり、政府は多くの自由を認めすぎないよう慎重であるべきだ」と述べ非難を浴びています。ちっとも懲りていないようです。
続いて１２月１９日。ＡＦＰや米紙ニューヨーク・ポスト（電子版）などこれまた欧米メディアが一斉に報じていますが、今度は暴力団から身を守るため、かつて香港で銃や手榴（しゅりゅう）弾を所持していたと「南方人物週刊」とのインタビューで話したのです。香港では銃の所持に許可証が必要で、香港警察がジャッキーさんから当時の許可証の有無などについて聴く方針を明らかにするなど、波紋が広がりました。
インタビューでジャッキーさんは、香港映画界に跋扈（ばっこ）するギャングたちと敵対したため、一時、米国に逃げたが、彼らに銃撃されたため、自身も銃を持つようになったと説明。
その後「香港に戻って食事していたら、刃物を持った約２０人のギャングに囲まれた。俺は銃を出した。服の中にはもう２丁持っていた。そして奴らに言ってやったんだ。『お前らはひど過ぎる。俺はずっとお前らを避けてきたのに』ってね。そして俺は２丁の銃と６発の手榴弾で奴らに立ち向かっていったんだ…」
チェンさんは中国メディアに対し、香港ではなく米国で約３０年前に、映画を撮影中に起きたトラブルについて説明するつもりが、誤解が生じる内容になったと釈明しましたが、相次ぐ問題発言で激しいバッシングが起き、香港が生んだ大スターも苦境に立たされつつあるようです。
とはいえ、ジャッキーさんの一連の“デモ規制擁護発言”については違った見方もあります。あれはは中国政府の肩を持つことが狙いではなく、急速な経済発展を遂げた中国で、民主化への準備ができておらず、どうしてよいか途方に暮れ、無軌道な行動に走りがちな貧困層へのいらだちがこうした発言につながったというのです。

きっかけは中国の週刊誌「南方人物週刊」とのインタビューです。まずは１２月１２日。英紙ガーディアン（電子版）やＡＰ通信、米紙ウォールストリート・ジャーナル（ＷＳＪ）の電子版など欧米メディアが一斉に報じていますが、ジャッキーさんは、香港返還１５周年を迎えた２０１２年の７月１日、約４０万人が中国の民主化を求め、香港で抗議デモを展開したことについて「こうしたデモは規制すべきだ」と中国政府の肩を持つような発言をしたのです。
ご存じのように、香港は１９９７年に中国に返還されるまでは英国の植民地でした。そのため、一定の自治権や独自の法体系を有しており、抗議活動や言論の自由といった中国本土とは異なる西洋スタイルの市民的自由が確立されており、香港市民はその自由を享受し、そのことにとても高いプライドを持っているといいます。
そうした経緯もあって、香港では毎年７月１日の返還記念日に中国の民主化を求めるデモが起きていますが、今年は返還１５周年の節目とあって、当然ながら空前の規模となりました。しかし前述したような香港の特殊事情や歴史的背景を知っている人なら、そうした市民活動を非難するジャッキーさんの発言が非常識なのは明白です。香港の人たちが怒るのも当然でしょう。
ちなみにジャッキーさんの発言はこんな感じでした。
「われわれは抑圧されることを嫌い、自由を好むが、やりたいことを好きなようにはできない」
「香港は抗議の街となった。かつてそれは韓国だったのに…。みんな中国の指導者たちに怒り、何にでも抗議するが、当局は人々が抗議できる問題と、抗議が許されない問題を定めるべきだ…」
さらに英国統治下の香港についてもこう発言しました。
「自由ではなかったね。多くの（芸能人などの）ゴシップニュースが耳に入ってきたかい？。通りで多くの人がおしゃべりしていたかい？。答えはノーだ。市民は行儀良く振る舞い、英国は（市民を）ひどく抑圧していたよ」
こうした発言に対し、香港の政治家や学者たちは、香港市民７００万人が尊重する自由の価値を全く理解していないと非難の声を上げました。
民主化推進派の何秀蘭（シド・ホー）立法会議員（５８）はフランス通信（ＡＦＰ）に対し「（発言は）受け入れられない」と怒り「チェン氏こそ、言論の自由が最も重要な映画産業で成功した人物だ。彼が富と名声を得ることができたのは、香港が自由な街で、彼が出世の階段を上る機会を手にすることができたからだ」と強く批判しました。
ジャッキーさんは０９年、中国の政財界人の会合「ボアオ・アジア・フォーラム」で、中国政府による映画の検閲問題について問われ「中国国民は誰かに管理される必要があり、政府は多くの自由を認めすぎないよう慎重であるべきだ」と述べ非難を浴びています。ちっとも懲りていないようです。
続いて１２月１９日。ＡＦＰや米紙ニューヨーク・ポスト（電子版）などこれまた欧米メディアが一斉に報じていますが、今度は暴力団から身を守るため、かつて香港で銃や手榴（しゅりゅう）弾を所持していたと「南方人物週刊」とのインタビューで話したのです。香港では銃の所持に許可証が必要で、香港警察がジャッキーさんから当時の許可証の有無などについて聴く方針を明らかにするなど、波紋が広がりました。
インタビューでジャッキーさんは、香港映画界に跋扈（ばっこ）するギャングたちと敵対したため、一時、米国に逃げたが、彼らに銃撃されたため、自身も銃を持つようになったと説明。
その後「香港に戻って食事していたら、刃物を持った約２０人のギャングに囲まれた。俺は銃を出した。服の中にはもう２丁持っていた。そして奴らに言ってやったんだ。『お前らはひど過ぎる。俺はずっとお前らを避けてきたのに』ってね。そして俺は２丁の銃と６発の手榴弾で奴らに立ち向かっていったんだ…」
チェンさんは中国メディアに対し、香港ではなく米国で約３０年前に、映画を撮影中に起きたトラブルについて説明するつもりが、誤解が生じる内容になったと釈明しましたが、相次ぐ問題発言で激しいバッシングが起き、香港が生んだ大スターも苦境に立たされつつあるようです。
とはいえ、ジャッキーさんの一連の“デモ規制擁護発言”については違った見方もあります。あれはは中国政府の肩を持つことが狙いではなく、急速な経済発展を遂げた中国で、民主化への準備ができておらず、どうしてよいか途方に暮れ、無軌道な行動に走りがちな貧困層へのいらだちがこうした発言につながったというのです。

WASHINGTON (AP) — A New York lawmaker says House Speaker John Boehner has promised votes to aid victims of Superstorm Sandy by Jan. 15.
Republican Rep. Peter King says the speaker will schedule a vote Friday for $9 billion in flood insurance and another on Jan. 15 for a remaining $51 billion in the package. The votes will be taken by the new Congress that will be sworn in Thursday.
Boehner's decision to cancel an expected vote Tuesday night had outraged lawmakers from New York, New Jersey and elsewhere, including many in his own party.
King said Boehner made the promise in a private meeting with lawmakers from affected states. King and others said they were now satisfied that the aid will be forthcoming.

WASHINGTON (AP) — Congress' hectic resolution of the "fiscal cliff" crisis is the latest in a long series of decisions by lawmakers and the White House to do less than promised — and to ask Americans for little sacrifice — in confronting the nation's burgeoning debt.
The deal will generate $600 billion in new revenue over 10 years, less than half the amount President Barack Obama first called for. It will raise income tax rates only on the very rich, despite Obama's campaign for broader increases.
It puts off the toughest decisions about spending cuts for military and domestic programs, including Medicare and Social Security. And it does nothing to mitigate the looming partisan showdown on the debt ceiling, which must rise soon to avoid default on U.S. loans.
In short, the deal reached between Obama and congressional Republicans continues to let Americans enjoy relatively high levels of government service at low levels of taxation. The only way that's possible, of course, is through heavy borrowing, which future generations will inherit.
While Americans widely denounce the mounting debt, not so many embrace cuts to costly programs like Social Security. And most want tax increases to hit someone other than themselves.
"This is another 'kick the can down the road' event," said William Gale, co-director of the nonpartisan Tax Policy Center and a former Republican White House adviser. "It is a huge missed opportunity."
"Going over the cliff would have put us on a better budget path," Gale said.
The fiscal cliff's combination of big tax increases and deep spending cuts would have provided major political leverage for both parties to achieve greater deficit reduction as they worked to ease some, but not all, of its bite. In fact, the whole point of the congressionally created cliff was to force the government — which borrows about 40 cents of every dollar it spends — to begin a fiscal diet that would spread the unpleasantness widely.
Instead, Congress and the White House did what they almost always do. At the last minute they downsized their proposals, protecting nearly every sector of society from serious pain.
The accord leaves most government programs operating as usual, postponing yet again the threat of serious reductions.
Aside from the payroll tax increase, which drew little debate even though it affects almost all working Americans, the compromise will raise tax rates only on incomes above $450,000 for couples and $400,000 for individuals. That's less than 1 percent of U.S. taxpayers.
Obama had campaigned for thresholds of $200,000 and $250,000. The fiscal cliff's implementation would have made it nearly impossible for Republicans to stop him, if Democrats had held their ground.
That might have produced an ugly scene, rattled the financial markets and sparked even more partisan bitterness. But any step toward major deficit-reduction will trigger anger, threats and genuine discomfort for people who receive government services or pay taxes. In other words, everyone.
And such steps can ignite opposition from powerful interest groups, which always stand ready to give money to the campaign opponents of lawmakers who displease them. The AARP, just as one example, used TV ads and other tactics throughout the fiscal cliff debate to warn elected officials not to touch Social Security and Medicare, even though those programs constitute a major portion of federal spending.
Activists on the left and right said the new law doesn't do nearly enough to tame the federal government's borrowing habits. Rep. Darrell Issa, R-Calif., said Congress achieved nothing "other than the smallest finger in a dike that in fact has hundreds of holes in it."
AFL-CIO President Richard Trumka praised elements of the deal. But he said that in postponing $1.2 trillion in spending cuts over 10 years, and leaving the debt ceiling unresolved, it is "setting the stage for more fiscal blackmail."
To be sure, Obama and House Speaker John Boehner flirted at times with a "grand bargain" that would include much larger tax increases and spending cuts than those in the newly enacted law. And high-profile groups such as the Simpson-Bowles commission also recommended tough combinations of tax hikes and spending cuts, calling them necessary even if politically unpopular.
These ideas went nowhere.
Less than 12 hours after the House's New Year's Day vote for the fiscal compromise, renewed demands for deficit spending dominated the Capitol. Democrats and Republicans from New York and New Jersey blasted Boehner for delaying legislation that would provide $27 billion to $60 billion in federal aid to victims of Hurricane Sandy. The sums would be added to the deficit.
It's easy to defend using public money to help Americans walloped by a vicious storm. And that's the heart of the government's inability, or unwillingness, to restrain its borrowing ways.
Every federal dollar, and every federal program, has avid supporters who can defend their functions. And every sector can explain why higher taxes would burden struggling people at the lower end, and "job creators" at the higher end.
High levels of government service. Low levels of taxation. Big deficits to make up the difference. That's what Americans have demanded and gotten from their federal government for years.
The agreement by Obama and Congress to spare Americans the pain of a fiscal cliff is right in line with that tradition.

Scientologists' Alleged 'Alien Space Cathedral' Found
A secret bunker hidden deep within the deserts of New Mexico is reported to be the "alien space cathedral" of the Church of Scientology, according to the author of a new book on Scientology.
The site is marked by a large symbol etched onto the desert floor: two diamonds surrounded by a pair of overlapping circles, according to the British newspaper The Sun. A private airstrip, built to serve the controversial church's leaders, is within walking distance of the symbol.
The entire complex is located near Mesa Huerfanita, N.M., roughly two-hour's drive from Santa Fe, N.M., and three hours north of Roswell, N.M., site of numerous purported UFO sightings, according to The Sun.
The Sun report, penned by BBC journalist (and author) and Scientology debunker John Sweeney, claims the church designed the underground site to withstand a nuclear holocaust. Hidden within the complex's vaults are titanium caskets that hold gold disks inscribed with the original texts of Scientology founder L. Ron Hubbard, according to the Daily Mail.
Best known for its celebrity members like Tom Cruise, John Travolta and Kirstie Alley, scientology "is a religion that offers a precise path leading to a complete and certain understanding of one’s true spiritual nature and one’s relationship to self, family, groups, Mankind, all life forms, the material universe, the spiritual universe and the Supreme Being," according to the organization's website.
The symbols seen on the desert floor are reportedly there to help guide such Scientologists returning to Earth after fleeing the planet to escape a future "Armageddon," writes the Daily Mail.
The Church of Scientology did not respond to requests for comment, according to the Daily Mail. Sweeney's new book "The Church of Fear: Inside the Weird World of Scientology" (Silvertail Books), is scheduled to be published in January 2013.

Lyrik & Lyla Are Among 2013's First Babies
The first babies of 2013 are a creatively named bunch, with monikers ranging from vintage — Olivia Rose — to new inventions such as Lyrik.
Lyrik was the first baby born in Colorado in 2013, according to NameCandy.com, which collects the names of the first newborns in each state every year. Lyrik, a boy, was named for his mother's love of music, according to the Denver Post. Though "Lyrik" has never ranked in the top 1,000 in U.S. baby names, "Lyric" ranked as the 325th most popular name for girls in 2011, and it was 858th for boys.
The hard "K" sound both at the start of the name and at the end has been on-trend for names in 2013, if Jan. 1 babies are any measure. While classic names such as New York's Olivia Rose are popular, other parents are aiming for the unique. In Virginia, the first baby of the year, a boy, was named Daffon. Mobley entered the world at 12:33 a.m. in Tennessee, and Sayge Raylynn became 2013's first new Vermonter at 1:59 a.m.
Speaking of Raylynn, "Y" is another popular letter among parents picking baby names today, as South Carolina's Lyla can attest.
In May, the Social Security Administration releases the most popular baby names of the previous year, so 2012's top monikers have yet to be announced. In 2011, "Sophia" topped the list for girls and "Jacob" for boys. Vowel-heavy girls names such as Isabella, Emma, Olivia and Emily dominated the top 10. Among the top 10 boy names were Mason, William, Jayden, Aiden and Daniel.
Having a popular name isn't what it used to be, though. In the 1950s, the most popular girl and boy names (Mary and John) accounted for half of all babies named each year. Today, the top names account for just 1 percent of all babies.
That's because parents choose more unusual baby names now, striving for the perfect balance between unique and pleasing to the ear, according to Laura Wattenberg, a statistician who blogs about names at BabyNameWizard.com.
"Everybody is looking for this impossible dream, which is a name that everybody knows, everybody loves and nobody is using," Wattenberg told LiveScience last year. "As you can imagine, it just doesn't work that way."

Car rental company Avis Budget Group purchasing Zipcar in a deal worth nearly $500 million
PARSIPPANY, N.J. - Avis is buying Zipcar for $491.2 million, expanding its offerings from traditional car rentals to car sharing services.
Car sharing has become a popular alternative to traditional rentals in metropolitan areas and on college campuses, allowing members to get a vehicle quickly for short trips. Zipcar, which was founded in 2000, has more than 760,000 members. It went public in 2011 and posted net income of $850,000 in the first nine months of this year.
"By combining with Zipcar, we will significantly increase our growth potential, both in the United States and internationally, and will position our company to better serve a greater variety of consumer and commercial transportation needs," said Avis Chairman and CEO Ronald Nelson.
Bringing the Avis fleet into play will help Zipcar meet high demand on weekends, Avis said, when most people make a run to the grocery store or run other errands. It will also help Avis compete with Hertz Global Holdings Inc., which has its own car sharing service, Hertz on Demand.
Both Zipcar and Hertz on Demand park cars throughout cities and college campuses, which allow renters to avoid waiting in lines at traditional car rental counters. Some areas provide reserved parking for the cars and vehicles can be located online or through the companies' smart phone applications.
The car sharing companies also pay for fuel, a cost not included in standard car rentals. Although the hourly rental options are quicker and cheaper than renting a car by the day, Zipcar and Hertz on Demand are generally more expensive for rentals longer than 24 hours.
Avis Budget Group Inc. will pay $12.25 per share, which is a 49 per cent premium to Zipcar's closing price on Friday. The companies put the total value of the deal at approximately $500 million.
Zipcar Inc. has about 40.1 million outstanding shares, according to FactSet. It will become an Avis subsidiary and have headquarters in Boston.
Its shares jumped almost more than 47 per cent to $12.19 in premarket trading Monday.
The boards of both companies unanimously approved the buyout. If Zipcar shareholders approve the deal, it's expected to close in the spring.
Avis anticipates $50 million to $70 million in annual savings. The Parsippany, N.J.-based company also expects the acquisition will add to its adjusted earnings per share in the second year after it is complete.
Avis said that it expects certain members of Zipcar management, including Chairman and CEO Scott Griffith and President and Chief Operating Officer Mark Norman, to help run its day-to-day operations.
Avis also maintained its 2012 adjusted earnings forecast Monday of about $2.35 to $2.45 per share on revenue of approximately $7.3 billion.

Central African Republic rebels halt advance, agree to peace talks
DAMARA, Central African Republic (Reuters) - Rebels in Central African Republic said they had halted their advance on the capital on Wednesday and agreed to start peace talks, averting a clash with regionally backed troops.
The Seleka rebels had pushed to within striking distance of Bangui after a three-week onslaught and threatened to oust President Francois Bozize, accusing him of reneging on a previous peace deal and cracking down on dissidents.
Their announcement on Wednesday gave the leader only a limited reprieve as the fighters told Reuters they might insist on his removal in the negotiations.
"I have asked our forces not to move their positions starting today because we want to enter talks in (Gabon's capital) Libreville for a political solution," said Seleka spokesman Eric Massi, speaking by telephone from Paris.
"I am in discussion with our partners to come up with proposals to end the crisis, but one solution could be a political transition that excludes Bozize," he said.
Bozize on Wednesday sacked his Army Chief of Staff and took over the defense minister's role from his son, Jean Francis Bozize, according to a decree read on national radio, a day after publicly criticizing the military for failing to repel the rebels.
The advance by Seleka, an alliance of mostly northeastern rebel groups, was the latest in a series of revolts in a country at the heart of one of Africa's most turbulent regions - and the most serious since the Chad-backed insurgency that swept Bozize to power in 2003.
Diplomatic sources have said talks organized by central African regional bloc ECCAS could start on January 10. The United States, the European Union and France have called on both sides to negotiate and spare civilians.
Central African Republic is one of the least developed countries in the world despite its deposits of gold, diamonds and other minerals. French nuclear energy group Areva mines the country's Bakouma uranium deposit - France's biggest commercial interest in its former colony.
RELIEF IN BANGUI
News of the rebel halt eased tension in Bangui, where residents had been stockpiling food and water and staying indoors after dark.
"They say they are no longer going to attack Bangui, and that's great news for us," said Jaqueline Loza in the crumbling riverside city.
ECCAS members Chad, Congo Republic, Gabon and Cameroon have sent hundreds of soldiers to reinforce CAR's army after a string of rebel victories since early December.
Gabonese General Jean Felix Akaga, commander of the regional force, said his troops were defending the town of Damara, 75 km (45 miles) north of Bangui and close to the rebel front.
"Damara is a red line not to be crossed ... Damara is in our control and Bangui is secure," he told Reuters. "If the rebellion decides to approach Damara, they know they will encounter a force that will react."
Soldiers armed with Kalashnikovs, rocket propelled grenade launchers and truck-mounted machineguns had taken up positions across the town, which was otherwise nearly-abandoned.
Some of the fighters wore turbans that covered their faces and had charms strung around their necks and arms meant to protect them against enemy bullets.
Chad's President Idriss Deby, one of Bozize's closest allies, had warned the rebels the regional force would confront them if they approached the town.
Chad provided training and equipment to the rebellion that brought Bozize to power by ousting then-president Ange Felix Patasse, who Chad accused of supporting Chadian dissidents.
Chad is also keen to keep a lid on instability in the territory close to its main oil export pipeline and has stepped in to defend Bozize against insurgents in the past.
A CAR government minister told Reuters the foreign troop presence strengthened Bozize's bargaining position ahead of the Libreville peace talks.
"The rebels are now in a position of weakness," the minister said, asking not to be named. "They should therefore stop imposing conditions like the departure of the president."
Central African Republic is one of a number of countries in the region where U.S. Special Forces are helping local soldiers track down the Lord's Resistance Army, a rebel group which has killed thousands of civilians across four nations.
France has a 600-strong force in CAR to defend about 1,200 of its citizens who live there.
Paris used air strikes to defend Bozize against a rebellion in 2006. But French President Francois Hollande turned down a request for more help, saying the days of intervening in other countries' affairs were over.

KHIRBET AL-MEITEH, West Bank (AP) — The Israeli military on Wednesday ordered dozens of Palestinian Bedouins to leave their communities so it could conduct military exercises in a remote area of the West Bank.
The military said the order was temporary, and that the Palestinians were living illegally in closed military zones. The Bedouins say they have lived in the area for decades. While the army has issued temporary evacuation orders in the past, Bedouins say they have increased in frequency, and they charge the practice is meant to pressure them to leave their homes.
Israel has used largely empty areas of the West Bank for military bases, firing ranges and maneuvers since shortly after it captured the territory in 1967, marking off large areas for exclusive use of the military and bringing frequent complaints from Palestinians. The Palestinians claim all of the West Bank as a key part of a future state.
After receiving the latest evacuation order, one family dismantled its tents, and loaded sheep and small children onto a trailer in the community of Khirbet al-Meiteh alongside thin mattresses, pillows and blankets. "We will sleep here tonight, in this trailer," said Walid Zawahiri, 57. "There's nowhere else to go."
He and other residents said they had to leave their youngest sheep behind because they had nowhere warm to keep them. They feared that they would be eaten by wild animals or shot during military training. The communities rely on herding animals to survive.
Zawhiri said it was the fourth time he had been ordered to relocate in a year. Nearby, soldiers arrived in military vehicles, setting up dummies for target practice.
The evictions occurred in the Jordan Valley, a section of the West Bank along the border with Jordan. Although Palestinians have a measure of self-rule in other parts of the West Bank, Israel retrains overall military and administrative control over most of the Jordan Valley.
The area, mostly desert, is home to 60,000 Palestinians, the United Nations estimates. Some 8,000 are Bedouins, a culturally distinct community that once roved between winter and summer grazing sites with its livestock. Now they are mostly tethered to one area, and rely on sheep herding and manual labor to get by. They tend to live on the poor margins of Palestinian society.
The Jordan Valley is among the 60 percent of the West Bank that remains under full Israeli control, nearly two decades after interim peace accords granted the Palestinians autonomy elsewhere in the territory. The Israeli-controlled section includes military bases, nature reserves and Jewish settlements.
In a separate incident Wednesday, dozens of Israeli settlers tried to block access to a strip of land that Palestinians sought to cultivate near the northern West Bank village of Jaloud. The Palestinians obtained a court order allowing them enter their lands after Israeli settlers in the past tried to claim the land as their own, said lawyer Qamar Mashriqi.
The military said soldiers dispersed the crowd.

Governor announces lawsuit vs NCAA over Penn State scandal
(Reuters) - Pennsylvania Governor Tom Corbett announced on Wednesday he will ask a federal court to throw out the multimillion-dollar sanctions levied by the NCAA against Pennsylvania State University regarding the Jerry Sandusky child sex-abuse scandal.
"This was a criminal matter, not a violation of NCAA rules," Corbett said at a news conference, calling the NCAA sanctions "overreaching and unlawful."
Sandusky, Penn State's former defensive coordinator, was convicted in June of 45 counts of sexually abusing 10 boys over 15 years, some in the football team's showers. He was sentenced to 30 to 60 years in prison.
In July, the NCAA, the governing body of U.S. collegiate sports, fined Penn State $60 million and voided its football victories for the past 14 seasons in an unprecedented rebuke for the school's failure to stop assistant coach Sandusky's sexual abuse of children.
Corbett said a lawsuit, to be filed later on Wednesday, will ask a federal court to throw out all Sandusky-related sanctions against Penn State.
The Penn State scandal sparked a national discussion and awareness of child sex abuse, embarrassed the university and implicated top officials, including the late Joe Paterno, the legendary football head coach.
The scandal was revealed by a state grand jury convened in 2009 by Corbett, then Pennsylvania's attorney general.
Attorney General-elect Kathleen Kane, a Democrat, has vowed to probe Corbett's handling of the case. She has said she believes by convening a grand jury, Corbett failed to protect children by delaying prosecution for more than two years.
Corbett, a Republican, has said he welcomes an investigation into how he handled the case.
A poll of Pennsylvania voters in September found they had a poor view of his handling of the scandal as attorney general.
The Franklin & Marshall College survey noted only one in six registered voters thought he did an excellent or good job, and nearly two thirds thought he did a fair or poor job.
Also, more than half of respondents believed the NCAA sanctions imposed as a result of the Sandusky case were unfair.
The university recently made the first payment of $12 million of the sanctions for a national fund to support the victims of child abuse. Other sanctions included a ban on the Penn State football team from appearing in bowl games for four years.
NCAA spokeswoman Stacey Osburn said on Tuesday the organization did not have any comment as it had not yet received the lawsuit.
Sandusky is serving 30 to 60 years in prison on 48 charges that he sexually abused 10 youths over more than a decade.
